Over the years, this author has exposed so many politicians, political organizations, unions, and judges for breaking Washington State law – it has become necessary to provide one place where this list can be easily referenced.
This list is organized first in a quick summary detailing the name, date of settlement, the type of settlement, and the amount of total settlement (if applicable). After that, details for cases are provided organized into the following categories:
- Washington Attorney General lawsuits initiated by author’s complaints
- Political Committees which have “dissolved” in an effort to escape legal liability exposed by author’s complaints.
- Citizen Action Notice lawsuit settlements filed on behalf of Washington State by author based on author’s complaints (Legislature made this essentially illegal after passing “Stop Glen Morgan” bill in 2018.
- Fines imposed by the Public Disclosure Commission (and other similar local agencies like the Seattle Ethics and Elections Commission) initiated by author’s complaints. This includes Washington State Legislative Ethics Board decisions as well.
- Official Warning Letters sent by the Public Disclosure Commission documenting and verifying formal violations based on author’s complaints. These are considered official sanction letters on the lawbreakers.

The following political committees have “dissolved” in an effort to avoid complying with the law or explicitly to avoid addressing legal liability exposed by author’s complaints:
- Island County Democratic Party PAC – This group decided to dissolve after the author’s original PDC complaint filed June 30, 2017(linked here) forced them to realize how illegal their activity had been. This author filed a second complaint against this group on December 10, 2017 (linked here). They transferred all their assets to the State Democratic Party in what is called “fraudulent conveyance.” This group is still in court in a Citizen Action lawsuit filed on behalf of the State by this author (see PDC notice about this linked here). Also see this article about a Thurston County Superior Court judge rejecting their dissolution. Their official notice of dissolution from their lawyers dated November 3, 2017 linked here. - Pacific County Democratic Party PAC – This group decided to dissolve after the author’s original PDC complaint filed on August 16, 2017 (linked here) forced them to realize how illegal their activity had been. They transferred all their assets to the State Democratic Party (about $17,000 – see this PDC report) in a fraudulent conveyance scheme. Author followed up with second complaint on March 26, 2018 (linked here). See article here. Note: This will be a good test to see if the PDC is relevant for cases like this. To date, the PDC has not yet referred this case to the AG for prosecution, although the PDC director has weighed in on this issue in a similar case (see letter linked here). Update: The PDC issued a $300 fine (linked here), which was received April 11, 2019. The PDC also forced them to forfeit another $575 in illegal anonymous contributions sent December 21, 2018 (linked here). In order to pay these fines, they had to “temporarily” reconstitute themselves as a PAC, then promptly dissolve again.
- 43rd Legislative District Democrats PAC – This group, located in downtown Seattle, decided to dissolve after the author’s original PDC complaint filed August 24, 2017 (linked here) forced them to realize how illegal their activity had been. This author filed a second complaint against this group on December 27, 2017 (linked here). They transferred all their assets to the State Democratic Party in what is called “fraudulent conveyance.” This group is still in court in a Citizen Action lawsuit filed on behalf of the State by this author (see PDC notice about this linked here). - 11th Legislative District Democrats PAC – This group, located in the Renton/ South Seattle area, decided to dissolve after the author’s original PDC complaint filed July 19, 2017 (linked here) forced them to realize how illegal their activity had been. - 49th Legislative District Democrats PAC – This group, located in Vancouver, WA, also decided to dissolve after the author’s original PDC complaint filed October 12, 2017 (linked here) forced them to realize how illegal their activity had been. - Washington & North Idaho District Council Laborers PAC – After this PAC was exposed for breaking the law with this author’s original complaint filed on May 22, 2017 linked here. See story linked here. The AG filed lawsuit against them on August 1, 2017 with a final settlement signed September 22, 2017 linked here. Total settlement of $36,310. Note – shortly after this settlement, the author found additional violations of the campaign finance laws (see link), but the PDC gave them a free pass as the PAC decided to dissolve (see final letter here).
- Walla Walla Firefighters PAC. See story linked here. Original PDC complaint filed by this author August 12, 2017 linked here. Citizen Action Notice on behalf of the State of Washington was filed on December 17, 2017 as Thurston County Case #17-2-06763-34 linked here. Final settlement signed March 9, 2018 (linked here). Total settlement of $11,237.50. This PAC was dissolved shortly after this settlement was finalized and no longer exists.

This is the list of cases which begain with PDC complaints filed by the author. The author then also notified the AG through a Citizen Action Notice process to force the AG to enforce the state’s campaign finance laws. For a while, the AG was enforcing the law, and these are those cases which have been settled so far.

These led to additional violations being added to the final lawsuit, which was amended by the AG (see final amended lawsuit linked here). Final settlement was signed May 25, 2018 linked here. No 3rd Party Subpoenas. One friendly press release, which allowed Purcell a nice quote, which is highly irregular. Total settlement of $22,395. Total fine of $18,395, with $8k suspended for 4 years. $4,000 in court, legal, and investigative costs (which is exceptionally low considering the motion practice on this case). Note – Teresa Purcell’s nephew is the solicitor general in the AG’s office, although everyone claims this didn’t influence Purcell’s treatment in this case.

Total fine of $15,825, with half suspended for 6 years. Forced to remit $5,217 directly to the State Treasurer (due to illegal anonymous sources). $6,740 in court, legal, investigative costs. Note – due to previous history of violating campaign finance laws (see previous PDC fine), they were already on probation, so they had to pay the remainder of a $400 fine as an additional consequence.

The following is a list of Citizen Action Notice lawsuits which have been settled. Each case began with a PDC complaint filed by the author, and a formal notice to the AG so that they could, at their discretion, enforce the law. These are cases where the AG refused or was unable to enforce the law. The author did so on behalf of the State of Washington. All fines collected in this process go to the State of Washington.
- Political Destiny PAC. Original PDC complaint filed on November 3, 2017 (linked here). Case is still in court. Recently sanctions of $1,300 were awarded by Thurston County Superior Court Judge on October 18, 2019 (linked here)
- Clark County Democratic Party. See story linked here. Original PDC complaint filed by this author April 10, 2017 linked here. A second PDC complaint was filed by this author on September 19, 2017 linked here. Citizen Action Notice filed on behalf of the State of Washington was filed on April 5, 2018 as Thurston County Case #18-2-01781-34. Final settlement was agreed on June 27, 2019 (linked here). Total settlement of $6,000. Total fine of $3,000. No suspension. $3,000 in legal and court costs is the remained of the settlement. Citizen Action Notice filed on behalf of the State of Washington was filed on March 19, 2018 as Thurston County Case #18-2-01496-34. Final settlement was signed on October 16, 2018 (linked here). Total settlement of $27,472.23. The largest portion was a requirement that she return $16,272.23 to her campaign which was illegally taken for personal use. Total fine of $6,000, with $1,000 paid immediately to the State of Washington, and the remaining $5,000 suspended for two years. Another $5,200 in court, legal, investigative costs.

Citizen Action Notice on behalf of the State of Washington was filed on May 10, 2017 as Thurston County Case #17-2-02568-34 linked here. Final settlement signed August 24, 2017 (linked here). Total settlement of $14,640. Total fine of $5,000, with $1,000 paid immediately to the State of Washington, and the remaining $4,000 suspended for four years. Another $9,640 in court, legal, investigative costs was paid. Note: Jay Manning, former Director of the Department of Ecology and former Chief of Staff to Governor Gregoire as PAC Director. PAC was mostly funded by disgraced cult leader JZ Knight. Settlement was paid by Christian Sinderman, a major Democratic Party consultant and the Washington State Democrats.

- Kennewick Citizens Levy and Bond Committee PAC – Original PDC complaint was filed August 21, 2023 (linked here). The PDC issued a $150 fine and a Statement of Understanding settlement agreement signed June 5, 2024 (linked here), and notified with warning letter on June 13, 2024 (linked here). - Jeanne Legault (Treasurer for Andrew Melvin Ikechukwu Ashiofu) – Original PDC complaint was filed September 15, 2022 (linked here). The PDC issued a $500 fine to Legault in addition to a $500 fine to her candidate (see below) (linked here). A memorandum of understanding acknowledging violation was signed April 15, 2024 (linked here). Full PDC case file can be found here. Note: This investigation took over 20 months to resolve. It is rare that Treasurers are actually fined for their failure to follow the law. The candidate was also fined (see below).
- Andrew Melvin Ikechukwu Ashiofu (37th LD candidate for Legislature) – Original PDC complaint was filed September 15, 2022 (linked here). The PDC issued a $500 fine on June 6, 2024 (linked here). A memorandum of understanding acknowledging violation was signed April 16, 2024 (linked here). Full PDC case file can be found here. Note: This investigation took over 20 months to resolve. The treasurer was also found guilty of violations and was fined, see above.
- Question PAC – Original PDC complaint was filed August 16, 2023 (linked here). A second complaint was filed August 19, 2023 (linked here). The PDC issued a $300 fine on May 30, 2024 (linked here). - Jeannette Twitty (Tacoma Port Commission candidate) – Original PDC complaint was filed August 3, 2023 (linked here). The PDC issued a $200 fine on March 28, 2023 (linked here). - Washington Against Discrimination Everywhere PAC – Original PDC complaint was filed February 16, 2023 (linked here). A supplemental PDC complaint was filed on September 7, 2023 (linked here), and a further supplemental complaint was filed the same day (linked here). - Senator Manka Dhingra (45th LD) – Original complaint filed with the Washington State Legislative Ethics Board on October 24, 2022 (linked here). The State Legislative Ethics Board, after a lot of backroom lobbying, released their final ruling on July 25, 2023 (linked here). This included a $250 ethics fine against Dhingra and a $92.43 reimbursement she had to make to the State for illegal misuse of public resources to promote her political campaign.
- Joshua Binda (Lynwood City Council) – Original PDC complaint was filed May 4, 2023 (linked here). The PDC issed a $300 fine on July 24, 2023 (linked here). The formal order is linked here. - Steven Drew (Thurston County Assessor) – Original PDC complaint was filed October 4, 2022 (linked here). The PDC issued a $150 fine on January 17, 2023 (linked here). - Krystal Marx (Burien City Council) – Original PDC complaint was filed May 13, 2022 (linked here). The PDC issued a $600 fine on July 21, 2022 (linked here). The original hearing notice (linked here). The Case file on the PDC website can be reviewed here.
- 38th LD Democrats – Original PDC complaint was filed December 29, 2021 (linked here). The PDC forced this PAC to forfeit $4,500 of illegal overlimit contributions from the Tulalip Tribe back to the Tribe on January 19, 2022. A Formal Warning notice was sent February 28, 2022 (linked here). Full PDC case file can be found linked here. Note: This PAC committed the EXACT same violation two years earlier and was fined for it (see below).
- Democratic Association of Secretary of States – Original PDC complaint was filed October 14, 2020 (linked here). A supplement to this complaint was filed later (linked here). PDC issued $300 fine on January 11, 2021 (linked here). They also signed a Memo of Understanding (linked here). Full PDC case file can be found linked here. Please note, this was a Mega dollar out-of-state 527 dark money PAC which concealed the identity of all donors until this complaint was filed (among other violations). If this had been a Republican leaning group, they would have been crucified.
- Jennifer Tyler (Chelan County Sheriff candidate) – Original PDC complaint was filed July 16, 2019 (linked here). PDC required candidate to forfeit $421.25 to the state for illegal over limit contributions and a fine of $150 for other violations, for a total penalty of $571.25. - Committee to Recall Snohomish County Sheriff Adam Fortney – Original PDC complaint was filed August 7, 2020 (linked here). - Omari Tahir-Garrett (WA State Governor candidate) – Original PDC complaint was filed June 30, 2020 (linked here). Candidate just didn’t file any financial disclosure documents or register her campaign with the PDC. PDC issued $500 fine on November 10, 2020 (linked here). - Eastside Democratic Dinner Committee PAC – Original PDC complaint was filed July 15, 2020 (linked here). PDC forced this PAC to forfeit $1,000 which had been illegally donated by the Tanna Senn Surplus Account (see return letter here). - Steve Hall (City of Olympia Manager) – Original PDC complaint was filed October 22, 2019 (linked here). After the Washington State Legislature passed HB 2938 in 2018 (also known as the “Stop Glen Morgan” bill) to change the enforcement process for campaign finance laws, Warning Letters, as official sanctions, take on more significance now for politicians, PACs and others. They indicate and confirm the candidate/committee broke the law, but that the violations are no longer considered significant enough to justify a fine or a penalty. However, in theory, these count against the candidate or the PAC if they violate the law again. All referenced complaints were filed by this author.
